Typhoon Uwan (Fung-wong) maintains its strength as it continues to move west northwestward over the West Philippine Sea after crossing Northern Luzon. Typhoon-force and storm-force winds persist over parts of Cordillera Administrative Region (CAR), Ilocos Region, and Central Luzon, while several provinces remain under Tropical Cyclone Wind Signals (TCWS) No. 1 to 4.

- Location of Center (7:00 AM): 125 km West Northwest of Bacnotan, La Union (17.1°N, 119.3°E)
- Intensity: Maximum sustained winds of 150 km/h near the center, gustiness of up to 230 km/h, and central pressure of 955 hPa
- Movement: West northwestward at 20 km/h
- Extent of Winds: Strong to typhoon-force winds extend outwards up to 780 km from the center

Severe Winds
The TCWS levels indicate the general wind threat in affected areas. Local winds may be stronger in coastal and upland or mountainous areas exposed to the prevailing wind flow.
- Significant to severe impacts from typhoon-force winds are possible within areas under Signal No. 4.
- Moderate to significant impacts from storm-force winds are possible within areas under Signal No. 3.
- Minor to moderate impacts from gale-force winds are possible within areas under Signal No. 2.
- Minimal to minor impacts from strong winds are possible within areas under Signal No. 1.
Coastal Flooding / Storm Surge
There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 12 hours over low-lying or exposed coastal communities of:
Ilocos Region, Cagayan Valley, Central Luzon, Metro Manila, CALABARZON, most of MIMAROPA, Aklan, and Antique.
Hazards Affecting Coastal Waters
A Gale Warning is in effect over the seaboards of Luzon and the western seaboard of Western Visayas.
Sea conditions over many coastal waters will range from rough to very high (up to 12.0 m) particularly along the seaboard of La Union, northern Pangasinan, and exposed coasts of Northern and Central Luzon. Sea travel is very risky for all types of vessels. All mariners are advised to remain in port or seek safe harbor until conditions improve.
Track and Intensity Outlook
Do not focus solely on the forecast track line, as the center may still shift within the forecast confidence cone. Heavy rainfall, severe winds, and storm surge may be experienced far from the center or landfall point, and even in areas outside the cone.
- Typhoon Uwan will continue moving west northwestward or northwestward over the West Philippine Sea in the next 12 hours.
- While over the sea, Uwan is forecast to re-intensify by tomorrow as it tracks northwest to north.
- By Wednesday (12 November) morning or afternoon, Uwan will begin to turn northeastward towards the Taiwan Strait, where a gradual weakening is expected.
- On the forecast track, the center of Uwan is expected to make landfall over western Taiwan on Thursday (13 November).
Residents, especially those in high-risk and very high-risk areas for flooding, landslides, and storm surge, are strongly advised to follow the instructions of their Local Government Units (LGUs) and disaster risk reduction offices.
