Multiple Barangays in Pinukpuk, Kalinga placed under MECQ,GCQ, and MGCQ status

Under Executive Order No.37, series of 2020, which was issued yesterday, July 27, 2020, and signed by Mayor Irving Dasayon, lockdown order over Barangays Pinukpuk Junction and Taggay is lifted and several barangays in the Municipality of Pinukpuk is placed under Modified Enhanced Community Quarantine (MECQ), General Community Quarantine (GCQ), and Modified General Community Quarantine (MGCQ).

Here are the following quarantine status of the different barangays of Pinukpuk:

Here are the following quarantine guidelines stated under EO No. 37, series of 2020:

MECQ Guidelines

• Minimum public health standards as prescribed by DOH and other appropriate Government Agencies in the ECQ  shall apply the MECQ shall be complied with all times.
• Strict home quarantine shall be observed. The movement of residents shall be limited to accessing essential goods and services, and for work in permitted offices or establishments, or such other activities.
• Following people are required to remain in their residences at all times:
  • Any person below 21 years old.
  • Those who are 60 years old.
  • Those with immunodeficiency, comorbidities, or other health risks.
  • Pregnant women.
  • Any person who resides with the aforementioned.
  • Except when indispensable under circumstances for obtaining essential goods and services, for work in industries and offices, or such other permitted activities.

GCQ Guidelines

• The movement of all persons shall be limited to accessing essential goods and services and for work in the offices or industries permitted to operate under the GCQ.
• Any person below 21 years old, those who are 60 years old and above, those with immunodeficiency, comorbidities, or other health risks, pregnant woman including any person who resides with the aforementioned shall be required to remain in their residences except when indispensable under circumstances for obtaining essential goods and services, for work in permitted industries and offices, and for medical emergencies.
• Persons traveling outside the Municipality for purposes other than medical emergencies must still secure a Travel Pass from the Office of the Municipal Mayor and a duly signed Health Declaration Form issued by the Municipal Health Officer.
• Frontline workers traveling outside the municipality in relation to their official work/duties shall be exempt from securing travel passes and health declaration form.

MGCQ Guidelines

• The wearing of face masks in public shall be strictly implemented.
• The movement of all persons shall be limited to accessing essential goods and services.
• All person below 21 years old,  those who are 60 years old and above, those with immunodeficiency, comorbidities, or other health risks, pregnant woman including any person who resides with the aforementioned shall be required to remain in their residences except when indispensable under circumstances for obtaining essential goods and services, for work in permitted industries or offices.
• Indoor and outdoor or non-contact sports and other forms of exercises such as not limited in walking, jogging. running, biking, swimming, tennis, and badminton are allowed. Provided that minimum public health standards such as wearing face masks and the maintenance of social distancing protocols and no sharing of equipment where applicable are observed.
• Public transportation and private transportation such as company shuttles and personal vehicles shall not be allowed subject to the guidelines of the Department of Transportation (DOTr).

DOTr Guidelines

• Carriage and passenger arrangements of PUVs shall be limited to 50%  capacity. In keeping with the strict standards and DOTr guidelines for public transportation under MGCQ:
  • PUV operators shall install non-permeable transparent physical barriers between drivers and passengers.
  • Operators must implement seating arrangements that can accommodate 50 % of vehicle passengers’ capacity and at the same time capacity with social distancing practices.
  • Only one passenger is allowed in the front seating area.
  • Operators should institute measures to mitigate the spread of virus such as the mandatory wearing of face masks for drivers, hand sanitizers, and similar disinfection that are made readily available inside the vehicle and utilization of a non-contact fare payment system.
  • Passengers should wear face masks at all times.
  • Fare for PUVs shall revert back to the regular rate per person.
• Carriage and passengers arrangements for tricycle:
  • A maximum of one passenger is allowed for tricycles and tuktuks, provided that the driver shall install non-permeable transparent physical barriers between passengers.
  • Drivers and passengers shall wear face masks and the availability of sanitizer. Non-compliance may entail fines as stipulated under the existing provincial ordinance.
  • Fare for tricycles and tuktuks be regular per rate.
