Mayor Benjamin Magalong’s 10-Point Agenda for Baguio

Mayor Benjamin Magalong has presented his 10-point agenda for the City of Pines that will direct his steps in the next three years towards a better Baguio.

The new city mayor said that his term in office will be focused on taking steps to achieve the 10-point agenda. And according to him, rest assured that actions to be taken will carry out policies to be created by the legislative and executive branches of the city government.

10-Point Agenda

Here’s the outline of Baguio City Mayor Benjamin Magalong’s 10-Point Agenda:

1. Speeding Up Government Action

Government services will be made accessible, available, and affordable to the people. We must do away with policies that make our people wait in long lines just to be served, or told to return in vain for follow-up. We must make our constituents feel and experience government service at its finest.

2. Revitalizing The Environment

Government will take the lead in efforts to intensify environmental protection, preservation, conservation, and replenishment of dwindling resources. We will craft and execute long-term solutions that will assuredly provide the most appropriate solid and liquid waste management at the least possible expense. Our goal is simple: We must ensure that our constituents have clean air, safe potable water, and access to reasonably priced food source. Urban agriculture shall be promoted among residents.

3. Innovating Peace and Order Condition

We will aspire for no less than the best possible peace and order management for Baguio, considering the city’s rapidly growing population. Modern innovative solutions including Safer Cities technology will be applied.

4. Aggressive Traffic Management

We have to devise a more effective traffic management system through a consistent application of the 4-E’s — Enforcement, Engineering, Education and Enactment of appropriate legislation. Road discipline among motorists and pedestrians must be inculcated. Sidewalks will have to be re-designed and strictly used for people. Traffic signalization facilities should be well-maintained. Walking must be promoted.

5. Responsive Education Program

We should strengthen efforts that will sustain Baguio’s competence as center of quality education in all levels. We must be producing graduates well-trained for responsible citizenship, are morally conscious, and are capably equipped for the needs of business, industry, and the professions. Government strategies must advocate for the inclusion in the K-12 curricular program of subjects that instill good manners and right conduct and inculcate deeper knowledge of Cordillera culture and traditions. At the same time, we will support the upgrade of facilities and faculties, and the expansion of existing scholarship grants to deserving students. Furthermore, we should propagate the Alternative Learning System, encourage Technical-Vocational studies, and allot more scholarships for the financially challenged.

6. Empowering the Youth

Our youth development programs must strive to make our children morally responsible and better prepared for adulthood. Development shall focus on leadership skills training, sports, and other diverse alternative programs. Our youths must be encouraged to participate in anti-crime, anti-drug, and anti-juvenile delinquency activities. Facilities will be established as youth convergence centers.

7. Expanding Health and Social Services

We will advance public health, welfare, and livelihood augmenting programs for the marginalized and disadvantaged sectors of society —the poor, the elderly, the disabled, our women, youth and children, and others deprived of growth opportunities. The goal is to upgrade existing barangay health centers that provide free health services. Access to livelihood programs will be broadened for the needy sectors through cooperative-based micro, small, and medium enterprises in collaboration with the appropriate national line agencies (like DTI, DA etc.)

8. Responsible Tourism

We will lead in re-shaping our tourism promotion to make it a shared enterprise activity that is all-inclusive, where everyone benefits from tourism visits. We will advocate for tourism dispersal under an equitably shared partnership between Baguio and La Trinidad, Itogon, Sablan, Tuba and Tublay (BLISTT) and encourage host communities to propagate a culture of tourism. New promotional thrusts will be advanced to encourage self-discipline and self-responsibility among tourists, especially in caring for our environment, our culture and traditions.

9. Enlivened Culture, Arts, Crafts, and Heritage

Full government support will be extended to our partners in the arts, culture, creative, and heritage conservation sectors, befitting the city’s being declared by the United Nations as the only Philippine city granted membership in the UN Creative Cities Network. We will maintain constant engagement and active involvement with these sectors to encourage appropriate activities meant to enliven the cultural scene and strengthen harmonizing efforts of varied indigenous and traditional cultural practices, as well as commit support for heritage site preservation.

10. Market Modernization

 It is time to modernize the city public market, a primary tourist attraction long in need of government action. We must ensure that the market be well maintained, kept clean, peaceful and orderly, and on long-term, initiate efforts to establish a modernized facility befitting Baguio’s status.

Admittedly, these core-ideas are initiating principles that may well serve to generate more ideas for greater consensus with you. No man or woman has exclusive monopoly of the good things to state by way of solemn covenant. Agenda preparation is always a work in progress. As earlier professed, mine is a leadership that listens with an open mind. It will be that way in our journey together. As we work, as we endeavor, as we roll up sleeves to make Baguio desirably better. This we can achieve by working together. And winning together.
