GCQ with heightened restrictions guidelines in Baguio City

After the announcement that Baguio City’s quarantine classification has been changed to General Community Quarantine (GCQ) with heightened restrictions from September 24, 2021, to September 30, 2021. The local government of Baguio has released its guidelines during the observance of this quarantine classification. Under Executive Order No. 117 series of 2021, here are the guidelines to be followed during the implementation of the General Community Quarantine with heightened restrictions.

Establishments NOT ALLOWED to Operate

• Indoor Gyms, Fitness Centers, and sports venues
• Indoor recreation venues such as amusement and game arcades, bowling alleys, e-gaming and bingo outlets, and similar establishments.
• Museums and cultural centers, libraries and archives, and other indoor tourist and leisure attractions.

Establishments with reduced permitted seating capacity:

• Personal care establishments like beauty salons, barbershops, spas, and aesthetic centers may operate at a maximum of 30% capacity as long as the services being offered are those that accommodate the wearing of face masks at all times by patrons, clients, and service providers.
• Food and beverage retail establishments with dine-in service shall operate at 20% capacity for indoor seating and 50% capacity for al-fresco or outdoor seating.
• Social gatherings such as birthdays, weddings, anniversaries, and other non-work-related gatherings are held in hotels, conference halls, convention halls, and other similar venues shall be allowed following a “bubble type of setting” for a maximum capacity of 30% of the venue’s seating capacity.
• Meetings, Incentives, Conventions, and Exhibitions (MICE) events shall be allowed in a “bubble-setting” at a maximum of 30% of the venue’s seating capacity.

Bubble-setting process:

a. The venue is inspected by personnel of the Health Services office.

b. Approval by the Office of the City Mayor shall be secured.

c. All attendees must be fully vaccinated.

d. If not fully vaccinated, negative results of RT-PCR tests conducted within 48 hours prior to the event shall be required.

e. Vaccination documents or RT-PCR results shall be attached to the request for approval to be submitted to the Office of the City Mayor, which can only be done after the venue inspection by the personnel of the Health Services Office.

• Religious services and worship gatherings shall be allowed at a maximum of 20% of the venue’s seating capacity PROVIDED there is no objection from the City Government of Baguio.
• Gatherings for necrological services, wakes, internment, and funerals for those who died of causes OTHER than COVID-19 shall be allowed, provided that the same shall be limited to IMMEDIATE FAMILY MEMBERS, upon satisfactory proof of their relationship with the deceased and with full compliance with the prescribed minimum public health standards for the duration of the activity.
• Government offices shall implement alternative work arrangements to reduce on-site personnel to a maximum of 30% to 50%, depending on the nature of the services provided and with strict observance of the minimum public health standards at all times.

Travel Restrictions
These travel restrictions are still in effect until rescinded or changed by the Local Government of Baguio
Non-essential travel to Baguio City is not allowed until September 26, 2021
Non-essential travel into and between BLISST area is prohibited
