As of 05:00 AM, May 31, 2023, Typhoon Betty, although gradually weakening, continues to bring hazardous weather conditions over Northern Luzon. Major impacts are expected from heavy rainfall and strong winds, leading to possible flooding and rain-induced landslides, especially in areas highly susceptible to these hazards.
The heavy rainfall forecast predicts an accumulation of 50-100 mm over the regions of Ilocos Norte, Ilocos Sur, La Union, Abra, and the western portion of Benguet from today to tomorrow afternoon. These conditions may lead to potential flooding and landslides.
Moreover, the severity of winds remains unchanged from the previous bulletin. Areas under Wind Signal Nos. 1 and 2 continue to face the possibility of minor to moderate impacts due to gale-force winds and strong breezes, respectively. The enhanced Southwest Monsoon, influenced by Typhoon Betty, is expected to bring wind gusts to several regions including Bicol Region, Western Visayas, Aurora, Quezon, and more areas in Ilocos Region and Cordillera Administrative Region.
A marine gale warning remains in effect due to Typhoon Betty’s influence and the enhanced Southwest Monsoon. The warning covers the seaboards of Northern Luzon, the eastern seaboards of Central Luzon, Southern Luzon, and Visayas.
Over the next five days, Typhoon Betty is forecasted to steadily weaken due to cooler ocean waters, dry air intrusion, and increasing vertical wind shear. Despite this, it may continue to pose significant hazards before it exits the Philippine Area of Responsibility (PAR) on Friday early morning.
Based on the latest advisory, the following areas are under Tropical Cyclone Wind Signals:
This signal indicates that winds of greater than 62 km/h and up to 88 km/h may be expected in at least 24 hours. Areas under this signal should expect light to moderate damage to high-risk structures. Residents are urged to avoid unnecessary risks, secure their properties, and prepare necessary provisions and emergency kits. Disaster preparedness agencies are also on alert status.
This signal suggests that winds of 39-61 km/h may be expected in at least 36 hours. The areas under this signal may experience very light to light damage to structures. Rice crops, especially those in their flowering stage, may suffer significant damage. The signal could be upgraded if the cyclone strengthens or moves closer.

The center of the eye of Typhoon Betty was estimated to be 320 km East of Itbayat, Batanes, moving North Northwestward slowly. The maximum sustained winds are reported to be around 120 km/h near the center with gustiness reaching up to 150 km/h.
