Palace names first members of the Independent Commission for Infrastructure

Malacañang announced the first appointees to the newly formed Independent Commission for Infrastructure (ICI) today, naming former Public Works and Highways secretary Rogelio “Babes” Singson and Rossana A. Fajardo, country managing partner of SGV & Co., as members. Baguio City Mayor Benjamin Magalong was tapped as special adviser and investigator. The Palace said the chairperson will be named next.

The ICI was created through Executive Order No. 94, which establishes a three-person, ad hoc fact-finding body to examine irregularities in flood control and other public infrastructure projects. The order tasks the commission to gather and evaluate evidence, coordinate with agencies for records, and submit findings and recommendations to the President. The Palace had earlier signaled support for granting the body subpoena authority to compel testimony and documents, with details to be finalized.

Why these choices matter

  • Rogelio Singson brings Cabinet-level experience in planning and delivering large projects and in navigating procurement and right-of-way hurdles.
  • Rossana Fajardo contributes an auditor’s perspective on financial controls, risk, and compliance.
  • Benjamin Magalong, a former police officer turned mayor, is expected to support investigative design and field validation.

Together, the profiles suggest a commission built around three core lenses: engineering and project delivery, financial scrutiny, and investigative work.

The larger context

The move follows weeks of scrutiny over flood control spending and high-profile hearings that raised questions about how funds were used and why communities remain exposed despite heavy investment. By naming experienced figures from engineering, auditing, and investigation, the Palace is signaling a shift from televised allegations to a structured, document-driven review whose impact will rest on the quality of evidence it surfaces and the reforms it proposes.
