Advisory on Temporary Restrictions between Baguio City and Itogon, Amended



In a post of the Public Information Office of the City of Baguio on Monday, November 2, 2020, Mayor Magalong has issued an advisory recommending the restriction of access between Baguio City and Itogon due to the high current positivity rate of the virus during the last week of October 2020.

And just on Tuesday, November 3, 2020, Atty. Victorio Palangdan, Mayor of the Municipality of Itogon, Benguet, has signed Resolution No. 351, S. 2020, a Resolution requesting Honorable Benjamin B. Magalong, City Mayor, Baguio City, to recall his advisory on temporary restricted access between Baguio City and the Municipality of Itogon”.

Following this, after another discussion with Itogon Mayor Palangdan and Vice Mayor Adriano Carantes Jr., they have come into agreement to amend portions of the Advisory. On Wednesday, November 4, 2020, Mayor Magalong has signed the Amendment to the Advisory on Temporary Restricted Access between Baguio City and the Municipality of Itogon, dated 2 November 2020.

“The Municipality of Itogon will continue with its expanded testing operations, and Baguio City is ready to assist in whatever way it can. We are already making arrangements for shared isolation facilities, and additional resources for expanded testing. With that, the Advisory on restricted access until November 15, 2020 will be maintained, subject to some amendments.”

Guidelines Stated in the Amendment

The Itogon Mayor and Vice Mayor have informed the city of which barangays in their municipality are high-risk areas and which are relatively low-risk areas. With their recommendations, as stated in the Amendment, the following guidelines shall be implemented:

  1. Residents of Barangays Dalupirip, Gumatdang, Loacan, Tinongdan, Tuding, and Ucab are allowed to enter for purposes of work or to access essential goods and services. They shall be required to present the following documents at Baguio checkpoints:
    • Barangay Certificate of Residence or Government-issued IDs stating owner’s barangay of residence may also be presented
    • Medical Certificate issued by the Municipal Health Office stating that the resident is neither a suspect, probable or possible COVID case and has not exhibited flu-like symptoms in the last 7 days (to take effect on November 9, 2020)

  2. Residents of Barangays Ampucao, Poblacion, and Virac are allowed to enter for purposes of work only. They shall be required to present the following documents at Baguio checkpoints:
    • Any of the following:
      • Employee ID
      • Certificate of Employment
      • Business Permit
      • Any Document as proof of work in Baguio City
    • Medical Certificate issued by the Municipal Health Office stating that the resident is neither a suspect, probable, or possible COVID-19 case and gas not exhibited flu-like symptoms in the last 7 days
  3. Persons with confirmed non-emergency medical appointments need only present their ID of Residence and their Doctor’s Referral Slip or any proof of their confirmed appointment.
  4. Health workers and members of Baguio City Contact Tracing Team shall be exempt from checkpoint requirements
